QUALIFICATIONS

EDUCATIONAL BACKGROUND AND EXPERIENCE:
BA/BSC Human Resources Management, OR Public Administration OR Business Administration OR Management Sciences OR Industrial Psychology PGD in Labour Law or Masters in any of the above programs will be an added advantage Working Experience, Knowledge, Skills, and Attributes Five (5) years of working experience in the human resources field. Knowledge of Lesotho labour laws Computer literacy at a highly proficient level Ability to multi-task Written and oral communication skills A high level of confidentiality Problem-solving skills

PURPOSE OF THE JOB
This position aims to; support the faculties and departments by promptly providing human resources services and ensuring compliance with NUL policies, national and international labor laws.
JOB SUMMARY
- Responsibility of the incumbent will include the following; Ensure proper leave management for NUL staff, implement HR policies, principles, and procedures, facilitate and coordinate recruitment processes, coordinate employee relations activities and attend administrative activities.
MAIN DUTIES
- To ensure Proper Leave Management for NUL Staff
1.1 To develop/review leave policy, guidelines, and tools
1.2 To assist NUL faculties/departments to develop leave rooster
1.3 To encourage implementation of leave roosters
1.4 To reduce the leave bill annually for NUL
1.5 To develop the HR department, leave the rooster
1.6 To develop a leave report for NUL quarterly
- To Implement HR Policies, Principles, and Procedures
- To make an input in review/development of HR policies & procedures recruitment, housing, remuneration & benefits, PMS, training policies.
- To guide departments/faculties on the implementation of policies & procedures.
- To make an input in the review of tools(forms) for the policies
- To provide professional HR support to faculties/departments
- To Facilitate and Coordinate Recruitment Processes
- To advise the departments/faculties on their vacancies and the current strategic plan.
- To ensure the involvement of faculties/departments in recruitment for transparency purposes.
- To ensure the use of less costly methods of advertising
- To ensure proper documentation of applicants analysis
- To vet prospective employees via reference checks
- To verify qualifications of prospective employees before placement
- To facilitate orientation for all newly recruited staff members
- To ensure the development of recruitment reports after every completed recruitment process
- To Coordinate Employee Relations Activities
- To make inputs in the review of grievance& disciplinary policies and procedures.
- To Advice employees and managers following the policy
- To attend to NUL Disciplinary cases whenever necessary
- To develop reports on disciplinary and grievances attended/reported
- To Attend Administrative Activities
- To attend SMT, ASAC, NASAC, and any other meetings as instructed
- To make inputs in departmental budgets
- To act as Human Resources Manager whenever instructed
- To participate in NUL projects
- To attend to salary advances as requested
- To update Human Resource Information System
- To ensure compliance with CHE standards

Remuneration
