Director Security and Safety
Adv Dick J Makoetlane
Advocate Dick J. Makoetlane is the Director of Security and Safety since January 2025. His overall mandate is to command the department and ensure effective performance of Security and Safety and the maintenance of law and order to enhance a peaceful learning and working environment for both students and staff of the university as well as the entire NUL Community.
He is a graduate of George C. Marshall, European Centre for Security Studies in Garmisch-Partenkirchen Germany in November 2024. He is an admitted advocate of the courts of Lesotho and graduated with Bachelor of Laws from the National University of Lesotho in 2020. He obtained a Post Graduate Diploma in Gender Studies from the University of Free State in 2013. His first degree was a Bachelor of Arts in Philosophy and Development Studies from the National University of Lesotho in 2002.
Prior to joining the University, he served in the Lesotho Defence Force (LDF) for 21 years and retired at the rank of Captain (Capt). In his Military career, he has held several command and administrative appointments such as, Platoon Commander, Instructor Military Intelligence, Military Training Institute, and Military Police, Escort Commander to the Chief of Defence Staff, Aide de Camp to the Deputy Prime Minister, and Chief Instructor and 2nd in command of LDF Youth Development Programme. He retired as Adjutant and Legal Advisor in Military Police.
He attended the following Military Courses locally and abroad: Special Operations Platoon leader Course (China), Junior Command and Staff Course (Les), Joint Battle Handling Course for Military Law Practitioners (South Africa), Integrated training of trainer’s course for Peace Support Operations (Zimbabwe), Defence Legal Services Division EX MAFADI IX/2024 (South Africa) and Program on Applied Security Studies (George C. Marshal European Center for Security Studies: Germany)
He received the following awards in recognition of his outstanding performance: Best student award in Basic Intelligence course, Best student award in Advance Intelligence course, Second best student in Special Investigations Course, Best International student in Officer Cadet Course – Botswana, Best student award in Officer Instructors Course, Best in Command in Junior Command and Staff Course, Military Service Medal (MSM) for 10 and 20 years and Military Medal for Meritorious Service (MMMS).
Overview
The Department of Security and Safety is a support unit answerable to the Vice Chancellor. It is responsible for the provision of conducive teaching and learning environment. Tasks in this department are directed to this end through protection of life and property and maintenance of law and order in all NUL campuses and structures. This is done through prevention of crime and fire incidents, apprehension of offenders and managing riots.
The department provides services to the main Roma Campus, IEMS Maseru, Thaba Tseka, and Mohales Hoek campuses and all NUL structures.
Services
The Department is divided into two units namely Security as well as Fire and Safety.
Security
The Security Unit at the university has a wide range of responsibilities aimed at creating a safe and secure environment for the entire campus community by effectively managing safety policies, emergency preparedness, incident response, and community engagement. The director plays a crucial role in fostering a culture of safety and security within the institution so as to enhance a safe teaching and learning environment.
Fire and Safety
Fire and Safety Unit is a support service unit under the Safety and Security Department which was formed in 1989 following a catastrophic fire that gutted down Gilbeault Hall Students Residence on May 10th the same year, to deal with fire incidents and avoid recurrence of the similar incident. The Fire Unit is aimed at providing and promoting a safe learning and working environment free of fire and occupational accidents/incidents for NUL community, students, staff and visitors.
