Introduction to the Department

The Department of Human Resources is a unit under the office of the Vice-Chancellor which is mandated to support the University’s governance through the development of human resource policies, and to oversee the implementation of these policies accordingly. These policies are to assist the University with managing its most valuable assets, the employees.

This department is headed by the Director who is responsible for providing advice on approved University policies and labour laws and ensures compliance and consistency in the application of the terms and conditions of service and regulations. The unit supports programme offerings by ensuring that faculties are adequately staffed with qualified and experienced teaching and research personnel in line with the Council on Higher Education requirements. The unit is also charged with ensuring that faculties are provided with qualified and competent support staff to facilitate the smooth running of the day-to-day activities.

 
Objectives

 

  • The key objectives are to develop/review, implement and ensure compliance of the following Human Resources Policies:
    • Recruitment and Selection Policy
    • Staff Development Policy & Tuition Waiver
    • Housing Policy
    • Performance Management Policy
    • Remuneration & Benefits Principles, Policies and Guidelines
    • Leave Management Policy
    • Staff Sports & Recreation Policy
    • Funeral Operating Policy
    • Long Service Awards
    • Promotion Policy
  • To facilitate the Academic Staff Appointments Committee (ASAC), the Non-Academic Appointments Committee (NASAC) and the Training Board (LTB).
  • To ensure proper leave management for NUL staff members.
  • To facilitate and coordinate recruitment processes.
  • To coordinate employee relations activities.
  • To research on matters or issues to be presented before these committees and advise accordingly.

 

Units

The HR department is not divided into particular units however all HR officers have responsibilities regarding all HR related activities within the department, among others, namely:

  1. Employee Benefits and Welfare
  2. Housing
  3. Training and Development
  4. Selection & Recruitment

 

Key Services

 

Recruitment, Selection and Administration

The unit is responsible for posting job advertisements and coordinating hiring efforts in-line with faculties, departments and units’ requirements and implementing human resource policies and procedures. It is also responsible for maintaining the ITS personnel sub-system ensuring integrity and confidentiality of employee records and files.

 

Remuneration and Benefits

Manages monthly payroll and benefits. Coordinates activities relating to the retirement fund with brokers and the fund’s administrators. Implements welfare schemes in line with established policies and procedures.

 

Staff Training and Development

The unit is charged with planning, organizing and facilitating staff training and development to ensure that the University is staffed with suitably qualified and experienced personnel at all times for provision of quality teaching and learning.

 

Leave Management

The department is charged with the responsibility of ensuring proper Leave Management for NUL Staff. This is to reduce the leave bill annually for NUL, among others.

 

Employee Relations

In collaboration with Legal department, the unit is responsible for ensuring harmonious working relations between employer (NUL) and employees in line with labour law best practices.

 

Management of the HR Information System

The department ensures that newly appointed staff members are correctly captured into the system, update personnel data after promotions, changes in staff personal details, medical aid, staff benefits and remuneration packages.

 

Administration of Staff Welfare

The department ensures that education allowance claims are processed timeously, facilitate passage and all required documentation e.g. visas, work permits, residence permits, etc. for expatriate staff members and allocation of staff housing.

 

Consultancy Activities/Workshops

In collaboration with strategic partners the unit is responsible for conducting workshops such as among others, induction of newly recruited staff, unpacking of the new Labour Act etc.

 

Board/Committee Memberships

The Human Resources department is a member of the following statutory committees namely:

  1. Academic Staff Appointments Committee (ASAC)
  2. Non-Academic Staff Appointments Committee (NASAC).
  • Localization and Training Board (LTB)

In these committees the main objective is to facilitate the meetings and provide secretarial services and for the department to participate in discussions, and guide the committees in line with the policies and guiding regulations of the university.
