Staff Faculty: Public Law

Ms. Thuto Matobo is a lecturer at the Department of Public Law at the National University of Lesotho (NUL). She was tasked with heading the outreach pillar of the NUL- World Trade Organisation (WTO) Research Chair from 2020 to 2022. She represents the Faculty of Law in various steering committees within the University; the Centre for Teaching and Learning (CTL) and Common Wealth of Learning committee as well as the strategic partnership between the NUL, the Integrated Catchment Coordination Unit (ICU) and Gesellschaft für Internationale Zusammenarbeit GmbH (GIZ). To date, Ms. Matobo has supervised students in the fields of Jurisprudence, Human Rights and Environmental Law. Currently, she is a tutor for first-year and fifth-year students. By virtue of this office, she sits in the Senate and Senate Business Committee (SBC). Since joining the Faculty of Law, Ms. Matobo has developed and lectured a number of law courses including; Advanced International Environmental Law in the LLM Programme, Introduction to Law, Legal Methods and Systems, Interpretation of Statutes, Jurisprudence and Environmental Law offered in the LLB Programme. Outside the university mandate, she is a Health Safety and Environment legal auditor, conducting legal audits in the mining and natural resources sector. She is affiliated with various civil society organizations and environmental Associations in Southern Africa contributing to research and outreach activities. Fields of specialization: Environmental Law, Climate Change, Gender, Jurisprudence, Human Rights.

Dr. Macheli is an Advocate of the High Court of Lesotho. He lectures in Law of Taxation and Accounting for Lawyers at the undergraduate level and convenes Law of Corporate Governance and Advanced Company Law at the Master’s level. He spent over 15 years as the Head of Legal and Tax Policy Division and Corporate Secretary at the former Lesotho Revenue Authority (now, Revenue Services Lesotho). His interests are in International Taxation, Corporate Governance and Company Law.

Dr. Maqakachane is an Advocate of the High Court of Lesotho. As a member the Faculty of Law, he lectures in Civil Procedure, Customary Law, Environmental Law, Law of Evidence and Law of Delict. His research interests are in Constitutional Law and Human Rights. He has published in Constitutional Human Rights and Practical Legal Training. Maqakachane served as President of the Law Society of Lesotho. He is also a member of the Council of State, a constitutional advisory body to His Majesty on the discharge of constitutional mandate. He is a board member of several private companies, and currently serves a Tutor of the Faculty.

Dr Chigowe teaches the Law of Delict and International Humanitarian Law at undergraduate level and Advanced Public International Law at postgraduate level. He also supervises students at both undergraduate and postgraduate level. His areas of interests are International Humanitarian Law, Human Rights Law, International Criminal Law, Constitutional Law and Democracy and Governance. Dr Chigowe is the Faculty Tutor and Coordinator of the Certificate of Proficiency in Insurance. He is also an co-organiser of the SADC Community Laws Project and Research Associate at the Centre for Research on Democracy at Stellenbosch University

Adv. Mohau is an Advocate of the High Court of Lesotho. He has taught extensively on Constitutional Law, Human rights and Humanitarian Law, Conveyancing and Notarial Practice, and on Practical Legal training. He is the NUL Legal Aid Clinic Manager. His research interests are in constitutionalism and human rights. He has Published in Constitutional Law, Human Rights, issues of chieftainship and the Land Act of Lesotho. Mohau has served on the Lesotho Law Reform Commission and Lesotho Electricity and Water Authority Board. He has also been an editor the Lesotho Law Journal for several years.

Prof. Carol Chi Ngang is an Associate Professor in the Department of Public Law at the National University of Lesotho; Research Fellow at the Free State Centre for Human Rights, University of the Free State and; a Guest Lecturer at the Centre for Human Rights, University of Pretoria. He is the UNDP Human Rights Research Chair for Lesotho and a National Research Foundation of South Africa Category C2-rated Researcher. He has been a visiting researcher at the Van Vollenhoven Institute, Leiden University in 2022; Law and Development Research Group, University of Antwerp in 2016 and Cegla Centre for Interdisciplinary Research in Law, University of Tel-Aviv in 2015. His research interest combines human rights and development with a niche focus on the right to development and socio-economic and cultural rights wherein, he has published extensively including books, book chapters and journal articles. He is a member of the Law and Society Association (LSA), Law and Development Research Network (LDRN), Associate Editor of the Lesotho Law Journal (LLJ) and of the Turf Law Journal and Advisory Board Member of the International Journal of Ethiopia Legal Studies (IJELS). He has also previously worked within the NGO sector in Cameroon and South Africa.

Dr. Kulehile is a Doctor of Philosophy in Commercial Law. She is an Advocate of the Courts of Lesotho. She has vast teaching experience and taught, among others, Criminal Law, Special Contracts, Labour Law, Law of Property and Law of Contract. She supervises LLB and LLM dissertations, she is also a co-supervisor of a PhD thesis. Kulehile’s research interests are in Electronic Transactions Law, Cyber Law, Law of Contract and Labour law. Specifically, she is interested in the promotion and legal regulation of electronic commerce in society for the enhancement of economic growth. She has published in Labour Law. As a member of the Faculty, she also served as a Tutor. She is currently Chairperson to the Senate Committee of Discipline at NUL, member of the NUL Metropolitan Research Chair Advisory Board and member of NULIS board.

AO Nwafor is admitted as an Advocate of the Courts of Lesotho, Advocate of the High Court of South Africa, and Barrister and Solicitor of the Supreme Court of Nigeria. He has taught a number of courses, including Constitutional Law, Administrative Law, Company Law, Law of Contract, and Conflict of Laws in different Universities in Africa. He has extensive teaching and research experience and has published significantly in different fields of law, especially in Company Law, where he holds his specialty

Professor Mosito is an Associate Prof of Law, an advocate of the Courts of Lesotho and King’s Counsel. He is President of the Court of Appeal of Lesotho, substantive Pro-Vice Chancellor and acting Vice Chancellor of the NUL. He has taught extensively in the LLB program. The courses he taught include Law of Contract, Family law, Labour Law, Law of Business Associations, Conflict of Laws, Legal Methods and Systems, Accounting for Lawyers, Succession and Administration of Estates, Civil Procedure, Practical Legal Training, Criminal Law, Jurisprudence and Environmental Law. On the LLM program, he lectures in Legal Research Methods, Law Governance and Development, Collective Labour law and Commercial Arbitration Law. His research interests include Family Law, International Commercial Arbitration, Social Security Law, Labour Law and Procedural Law. He has published extensively in these fields. Professor Mosito is a member of various boards at NUL, and is a member of the Board of Directors at Tloutle Holdings (Pty) Ltd.
